彼は1957年にソウルで生まれました。
延世大学経済学科を卒業し、フランス·パリ第1大学(パンテオン-ソルボンヌ大学)で経済学博士号を取得しました。大学3年生の時に行政試験に合格し、経済企画院、大統領経済秘書官、企画財政部など政府省庁で勤務しました。彼は国民を豊かにすることが公職の義務だという信念の下、主に経済政策の分野で働き、国の発展に貢献した功労で2004年に大統領褒章を受けました。
産業および科学技術政策分野に特に関心が高く、1997年の経済危機以後、企画財政部の技術情報課長、産業経済課長などを歴任し、光通信網の拡充など国内IT発展の先頭に立ちました。 新産業への投資拡大のための「デジタルテレビ放送の早期導入のための総合計画」を樹立し、優秀政策事例として表彰を受賞しました。
彼は韓国科学技術院(KIAST)科学技術政策大学院の招聘教授、米国ジョンズ·ホプキンス大学科学史学科の客員教授、日本大学生物資源科学部の上席研究員として在職しました。
金融と関連して、彼は1997年に不良資産整理基金を作ったチーム長として、経済危機を鎮圧するために全力を尽くしました。 また、韓国取引所の副会長、派生商品市場、証券市場、経営本部長、韓国IR協議会の会長などを歴任しました。 彼は場外派生商品の中央清算決済所、金市場、炭素排出権市場などの新市場を開拓し、海外の取引所と国際協力事業を強化し、新聞コラムや放送出演などを通じて投資大衆化に努めました。
学問分野でも崇実大学と慶熙大学国際大学院で教え、日本経済企画庁の経済研究所の研究員、アメリカの世界銀行の経済アドバイザー、日本学習院大学の客員研究員、延世大学の客員教授などを歴任し、多くの著書や論文、コラムを残しました。 1998年には韓国の経済危機を予測し、対応策を書いた著書で「自由経済出版文化賞」を受賞しています。
芸術活動として、彼は日本の銀座での油絵個展など書道展や美術展を開き、韓国の伝統音楽を紹介する本を執筆しました。 詩、書道、絵画、文学、歴史、哲学に長け、マスコミでは彼を「現代の学者型官僚(ソンビ)」と呼んでいました。
現在、彼は延世大学の東西問題研究所(IEWS)の客員教授として在職中であり、2020年にはANU Japan Inc.を、2021年にはANU Korea Inc.を設立し、代表として働いています。
He was born in Seoul in 1957.
He graduated from the Yonsei University in economics and received a Ph D. in economics from the University of Paris I (Pantéon-Sorbon University) in France. While in his third year of college, he passed the Highest Civil Service Examination and worked for government ministries such as the Economic Planning Board, the Presidential Secretary for Economic Affairs, and the Ministry of Strategy and Finance. He worked mainly in the field of economic policy under the belief that it is the duty of public office to enrich the people and was awarded the Presidential Medal in 2004 for his contribution to the development of the country.
He was particularly interested in the fields of industry and science and technology policy, so he took the lead in IT development in Korea, including the expansion of optical communication networks, as the head of the Ministry of Strategy and Finance's technical information division and the industrial economy division after the 1997 economic crisis. He was awarded a commendation as an excellent policy case for establishing a "Comprehensive Plan for the introduction of Digital TV Broadcasting" to expand investment in new industries.
He served as a visiting professor at the Graduate School of Science and Technology Policy of the Korea Advanced Institute of Science and Technology (KIAST), a visiting professor in the Department of Science and History at Johns Hopkins University in the United States, and a senior researcher at the College of Bioresource Sciences of Nihon University.
In relation to finance, he did his best to extinguish the economic crisis as a team leader who created the insolvent asset reorganization fund in 1997. He served as the vice chairman of the Korea Exchange, the presidents of the Derivatives Market, Securities market, Management Headquarters, and the Chairman of the Korea Investor Relations Service. He worked hard to popularize investment by pioneering new markets such as the gold market, the carbon emission market and the central counterparty for over-the-counter derivatives, strengthening international cooperation projects, and actively appearing in newspaper columns and broadcasts.
In the academic field, he also taught at Soongsil University and the Graduate School of International Studies of Kyung Hee University, and was a researcher at the Economic Research Institute of the Japan Economic Planning Agency, an adviser to the World Bank of the United States, and a visiting professor at Yonsei University, where he left many books, papers, and columns. In 1998, he won the "Prize for Publication and Culture for a Free Economy" for his book that predicted Korea's economic crisis and wrote countermeasures.
As an artistic activity, he held calligraphy exhibition and art exhibitions such as oil paintings exhibitions at Ginza, Japan, and wrote books introducing Korean traditional music. He was good at poetry, calligraphy, painting, literature, history, and philosophy with abundant sensibility, and the media called him a "the scholar-type bureaucrat of the modern era."
He is currently a visiting professor at Institute of East and West Studies (IEWS) of Yonsei University and founded the ANU Japan Inc. in 2020, the ANU Korea Inc. in 2021 and is working as a CEO.
